Policing in the 21 Century has no comparison to that of say the early 20th Century. Like the World, policing has changed a lot, and the emphasis is no longer on fighting crime, and ensuring law and order, but rather providing social services. There is plainly a swing away from those policing principals concerned with the combat of crime.
